


General City Requirements for a Building Permit and
Contractor’s List for Bid Estimates and Repair
Dear Customer:
Following is a list of general requirements by the
Building Department when applying for a building permit:
- A recent certified legal survey signed by a
registered land surveyor with legal description
- Plot restrictions, setback and height limits (
generally found in item #1 above)
- A recent certified soil testing report signed and
sealed by a registered geotechnical engineer
- Signed and sealed plans indicating existing house
floor plans, elevations, demolition plans, new floor plans, elevations, cross
sections, wall and roof details, foundation plans, roof uplift calculations
and wind pressure analysis, electrical plans, riser diagram, plumbing plans,
plumbing riser diagram, energy calculations, panel schedule, electric load
calculations, AC plans, general notes and technical specifications, etc…) =è
normally city requires (3) sets of plans certified for permit processing
- A certified general contractor or a home owner must
fill out a building permit application, signed and notarized submitted with
the construction documents above with permit fees based on the value of the
construction
- Normally, it takes 6-12 weeks to issue a building
permit, depending on the State and back log. After review by zoning, building,
structural, mechanical, fire, plumbing and electrical plan examiners, a
comment sheet will be forwarded to the home owner and /or the contractor for
answer and resubmittal . The period of time also depends on how busy the city
is and their available resources.
- The contractor or home owner must schedule all
inspections necessary with city inspectors during all phases of construction.
- Prior to issuance of the c.o. ( certificate of
occupancy), all inspections must pass, and the designer of record must certify
to the building department that all construction was performed in general
compliance with the permitted plans, applicable codes and specifications.

Once the engineer finalize the house plans, the above
General contractors can start submitting their competitive bids for
construction. Please note that they must submit a copy of the current license,
insurance and workman’s compensation.
Every State and city jurisdiction may have different
code requirements and procedures. Check with your local building department and
building official.
