Why doesn't a home owner apply for a permit ... ?

If I am a home owner, and know about construction, and the value of the work to be done is less than $3000.00 and the building department allows me to file for owner/builder permit, then I can apply. However, if the value of construction is more than $3000.00 according to the state and jurisdiction you live in, then it is advisable to hire a well known contractor, after checking the references in detail.
